You should detain all goods consigned by or to firms

on Statutory list under trading with enemy extension powers act which are brought into port in transit on British or subject as below allied vessels. Such goods in transit should only be detained if consular authorities of country to which ships belong do not object. If consular authorities object

goods should be allowed to proceed but case should be reported

to me.

In all cases detention should be followed by prosecution

under local trading with enemy law where circumstances permit. Goods in transit consigned to firms on general black list who are not on Statutory List should not be detained. I refer to your cypher telegram of March 2nd.
